How many capes can a small town hero handle?
Phillip Kelly of Yale fulfills three main roles in the town: city manager, police chief and EMS-first responder.

Yale, Oklahoma, is a town with a population of about 1,200. Because of the small community, people like Phillip Kelly often have to pull their weight in more than one line of duty. Although Kelly said he does mind doing it all, others in the town have mentioned he might be drawing himself too thin. It would be of great help to Kelly and the town if a separate person were hired to fulfill the city manager job, but it seems as though that could take some time, for the the town is lacking in funds to support that future, said person.
